History
The Cultural Center "Tosho Arsov" - Vinica used to be the Workers University. In 1995 it was renamed as the House of Culture, and in 2004 the Municipality of Vinica and the Municipal Council took over the founding rights, renaming it to Municipal Institution - House of Culture "Tosho Arsov" - Vinica.
The Cultural Center successfully organizes and develops cultural life and creation, enables artistic and creative expression, encourages intercultural initiatives, works to affirm cultural diversity, takes care of cultural development and affirmation of creativity. In its work, the Primary School House of Culture "Tosho Arsov" - Vinica includes creators-artists who will be integrated as a creative force in the promotion of cultural events and will be a key element in the creation of cultural and artistic treasures and resources.

Ensemble "Serenade"
The ensemble "Serenada" Vinica has been operating since 2008. -Vinica has a long tradition of old town songs. The beginnings are before the Second World War with the town singing and with the groups that were formed. There were two or three groups that nurtured the serenade song that became old town songs. The tradition continues after the Second World War through the ensembles for old town songs "Raspeani Vinicani", the female singing group "Jana" and the newly formed ensemble for old town songs "Serenada" that works as part of the House of Culture "Tosho Arsov" Vinica.
The ensemble "Serenada" has received numerous recognitions, awards, and guest appearances in many cities in Macedonia and abroad. Since its existence until today, it has performed in most of the cities in Macedonia, while outside of Macedonia it has performed at several festivals in Bulgaria, Turkey, Poland and Italy, holding all-night concerts.
The ensemble is made up of educated artists. The ensemble "Serenada" also has an audio recording, a promoted CD of ten old town songs from the Vinica region and all of Macedonia. Rehearsals are held continuously from March to December.
